Action Plan for Continued Surveillance
in the Putnam Lake Area

Public Meeting Announcement

The Putnam County Health Department will be hosting a meeting at the Putnam Lake VFW Post 9257 on Thursday, April 1, 2004 at 7:00 PM. Representatives from the Putnam County Health Department will present the results of the bacteria and nitrate surveillance project, as well as recommendations from the New York State Department of Health. All are welcome to attend.

DRINKING WATER WARNING

June 27, 2003

Goal: To identify the percentage of homes with wells exceeding the New York State nitrate and bacteria standards in order to determine appropriate recommendations for corrective action.

Week of 6/30/03:

v Define and number quadrants for surveillance sampling

v Calculation for size of quadrant:

400 samples + 50 already done = 450

450 = 25% of 1900 parcels

400 homes to be sampled in 4 weeks

50 homes per staff per week

250 homes per quadrant

Topographically representative samples in each quadrant to be identified

v Plan dates for sampling each quadrant

Week of July 7, sample quadrants 2 and 3

Week of July 14, sample quadrants 4 and 5

Week of July 21, sample quadrants 6 and 7

Week of July 28, sample quadrants 8 and 9

v Deliver notices to two select quadrants one week prior to sampling

Quadrants 2 and 3, notices will be distributed on 7/1, 7/2 and 7/3

v Collect bacteria samples from 17 sites with nitrate > 10 mg/l

Leave notices at door for those not at home at time of sampling

Start sampling on 6/30

v Train additional summer staff in sampling procedures, etc.

Start training on 6/30/03

v Contact new lab to ascertain if verbal results may be attained and timeframes for both verbal and written reports.

Week of 7/7/03:

v Deliver notices to quadrants 4 and 5

v Collect bacteria and nitrate samples from quadrants 2 and 3 (and resampling of quadrant 1 for those residents not found at home previous week).

v Log data as it becomes available and mail results to residents.

Week of 7/14/03:

v Deliver notices to quadrants 6 and 7

v Collect bacteria and nitrate samples from quadrants 4 and 5 (and other quadrants where residents not found at home)

v Collect confirmation samples as needed

v Log data as it becomes available and mail results to residents

Week of 7/21/03:

v Deliver notices to quadrants 8 and 9

v Collect bacteria and nitrate samples from quadrants 6 and 7 (and other quadrants where residents not found at home)

v Collect confirmation samples as needed

v Log data as it becomes available and mail results to residents

Week of 7/28/03:

v Collect bacteria samples from quadrants 8 and 9 (and other quadrants where residents not found at home)

v Collect confirmation samples as needed

v Log data as it becomes available and mail results to residents

Week of 8/4/03:

v Continue collection of confirmation samples as needed

v Continue collection of samples on homes identified for sampling where resident not found at home

Week of 8/11/03:

v Continue to collect confirmation samples and other samples as needed

v Log data as it becomes available and mail results to residents

Subsequent Weeks:

v Data collection and entry will be completed.

v Data will be analyzed and forwarded to all relevant parties.

v Formulation of recommendations for corrective action

v Presentation of compiled data and recommendations to Town

The timeline of the above Action Plan is subject to change based on such variables as the Health Department’s ability to gain access to homes for sampling, the need for confirmation sampling in the event of positive bacteria samples and other factors.
